do you only open registration on 1st and 15th?

i already read the rule but i still can't register. so i want to ask "do you only open registration on 1st and 15th?" if it true what time will you open? i live in USA and have a different time, so what should i do?

please help me. i really wanna join, especially since Ella's new drama, it make me wanna join more

We not only open on the 1st and 15th. By registration, it means just register and wait for the team to approve or reject your registration depending dearie. When u register, please take note of what is needed to be taken note of.
