feedback on flood control function

hmm... this flood control thingie... it applies to editing too
which doesn't really make sense
can it be enhanced to apply to new posts only?

summer, val, i encountered that too. just now i wanted to edit my post, then i have to the red coloured words of flood control came out. hahas~ it's okay le.

summer, mira - check with you gals.. haha~ you gals often use the edit function mah? or is it once in a while. Cos this ctrl is used to ctrl members who are flooding. sighs. So for the overall pic, i hope to keep the flood function. haha~ it won't be too bothersome right?
